Support Entrepreneurs in Historic Cooperation with Labor Authority in China
MILWAUKEE, WI, USA, 14 November, 2005 - Manpower Inc. (NYSE: MAN), a world leader in the employment services industry, announced today that the Shanghai Municipal Labor and Social Security Bureau has appointed Manpower Inc. subsidiary CareerHarmony as its assessment systems provider. The appointment has been made through a public private partnership between the Shanghai Munipality and the international partnership office of Manpower Inc. in Shanghai. This marks the next steps in Manpower's historic partnership with the Shanghai labor authorities to introduce and adapt international employment best practices to support its growing economy.
CareerHarmony's first project, which will begin immediately, is the introduction of web-based screening and assessment services for entrepreneurs seeking government support to start new businesses across the Municipality.
"Harnessing the latest technologies and techniques to help identify and support those entrepreneurs with the greatest potential will enable the Shanghai Municipality to further accelerate its development in this field," said Stuart Marvin, CEO of CareerHarmony. "We are especially excited to be working with the Municipal Labour Bureau on this key sector of the growing economy - start-up entrepreneurs."
Assessment volumes are anticipated to be around 20,000 potential entrepreneurs per year, and are geared towards increasing the quality and quantity of successful graduates from the Shanghai Municipality's excellent vocational training programs.
"The five year agreement we have signed for the provision of online assessments is an indication of the long term commitment and real value that both parties are yielding through the relationship," said David Arkless, Manpower's Senior Vice President of Corporate Affairs.
The Shanghai Municipal Bureau of Labor and Social Security Bureau believes phase two of the partnership will further enhance the effectiveness and efficiency of current employment processes. Director General Zhu expects this project to improve the volume, quality and success rate of entrepreneurs his Bureau trains in Shanghai. "Our public private partnership with Manpower is intended to bring leading international practices to Shanghai's labor market."
The assessments will be taken in the Municipality's network of public Employment Service Centers. CareerHarmony tools and consulting services will ensure that the high quality vocational training and start-up support available to entrepreneurs in Shanghai is targeted at those individuals who are best able to capitalize on it. The system will use contemporary and internationally proven questionnaires, ability and personality tests, all validated locally in Shanghai.
Following on from this launch project targeting start-up entrepreneurs, CareerHarmony will develop during 2006 assessment provision for candidates in other vocational training courses provided by the Municipality.
